Montreal River Watershed

Details

This watershed stretches from the headwaters of the Montreal River, along the border with Michigan, down to Lake Superior and along the shore almost to the Kakagon Sloughs. Much of the Lake Superior shoreline in this watershed falls within the boundaries of the Bad River Indian Reservation. For a discussion of reservation lands, please see the Lower Bad River Watershed narrative. This watershed was much influenced by the history of mining in the area. The Lake Superior Binational Program has identified the Lake Superior waters off Marble Point on the Bad River Indian Reservation as habitat critical to the Lake Superior ecosystem for fish and wildlife spawning and nursery grounds. These waters support spawning areas for lake herring and lake trout, the shoreline made up of exposed rocky cliffs.

Ecological Landscapes for Montreal River Watershed

Ecological Landscapes

The Montreal River Watershed is located primarily in the North Central Forest Ecological Landscape which occupies much of the northern third of Wisconsin. Its landforms are characterized by end and ground moraines with some pitted outwash and bedrock controlled areas. Kettle depressions and steep ridges are found in the northern portion. Two prominent areas in this Ecological Landscape are the Penokee-Gogebic Iron Range in the north extending into Michigan, and Timm's Hill, the highest point in Wisconsin (1,951 feet) in the south. Soils consist of sandy loam, sand, and silts. The vegetation is mainly forest, with many wetlands and some agriculture, though the growing season is not as favorable as it is in southern Wisconsin. Lake Superior greatly influences the northern portion of the Ecological Landscape especially during the winter season, producing greater snowfall than in most areas in Wisconsin. The historic vegetation was primarily hemlock-hardwood forest dominated by hemlock, sugar maple, and yellow birch. There were some smaller areas of white and red pine forest scattered throughout the Ecological Landscape, and individual white pines trees were a component of the hemlock-hardwood forest. Harvesting hemlock to support the tanneries was common at the turn of the century, and the species soon became a minor component of forests due to over-harvesting and lack of regeneration. Currently, forests cover approximately 80% of this Ecological Landscape. The northern hardwood forest is dominant, made up of sugar maple, basswood, and red maple, and also including some scattered hemlock and white pine pockets within stands. The aspen-birch forest type group is also relatively abundant, followed by spruce-fir. A variety of wetland community types also are present, both forested and non-forested.

Wildlife and Habitat

WDNR's Natural Heritage Inventory Database indicates that the following water-dependent endangered, threatened or special concern species and/or communities have been sighted in this watershed within the last 20 years. In addition, a coastal wetlands evaluation conducted in 1995 and 1996 identified a number of species and habitats described in a comprehensive report, Wisconsin's Lake Superior Coastal Wetlands Evaluation / Including Other Selected Natural Features of the Lake Superior Basin (Epstein 1997). Note: The lack of rare elements listed here does not signify a lack of rare elements in the watershed. They have merely gone unreported in the Natural Heritage Inventory Database. Town Of Carey: Be A Friend Of The Flowage - Stop The Spread: The Town of Carey, in cooperation with the Town of Pence, is sponoring a project to stop the spread of spiny water fleas from the Gile Flowage to other waters and prevent the intorduction of other invasive species into the Flowage. Additional cooperators with this project include the Friends of the Gile Flowage, Iron County Lakes Alliance and UW-Extension. An education effort including; the Clean Boats - Clean Waters program, implementation of a public awareness/action campaign including brochures and decals, installation of informational kiosks to help in invasive species identification and provide tips to prevent their spread, web site information, newsletter mailings and press releases.

The Friends of the Gile Flowage will also map existing locations of invasive species in the Flowage and assist DNR with spiny water flea sampling for incorporation in the map.

Towns of Carey and Pence, Friends of Gile Flowage, UW-Extension staff, and Iron County Lakes Alliance will meet to evaluate project impact and effectiveness.

A final report (UWEX, Towns of Carey and Pence) will be prepared including a summary of all activities and maps produced. The report will be provided to the Department in both paper and electronic form. The report will also be released through local media and in the FOG newsletter (winter 2005).

Friends Of The Gile Flowage Inc: Integrated Education, Planning & Research Approach To Spiny Water Flea Populations In Northern Lakes: The Friends of the Gile Flowage are sponsoring a project addressing the problem of spiny water flea on a regional scale in Northern Wisconsin and Upper Michigan (including Stormy Lake, Gile Flowage, and Lake Gogebic).

Project goals includes: 1) An education and response program to increase lake users\2019 knowledge of the biology and transport of AIS (with particular focus on spiny water fleas) and reduces the opportunity for spiny water fleas (and other AIS) to invade new bodies of water. It is important to convey consistent and streamline best management practices with regard to AIS prevention. 2) Develop adaptive lake management plan for the three focus lakes (Stormy Lake, Gile Flowage, and Lake Gogebic) that integrates existing information about the lakes and addresses AIS, including spiny water fleas. 3) Integrate Education, Response and Planning components with spiny water flea research efforts being conducted in the region and elsewhere to incorporate up-to-date practical information. This is especially important with respect to developing consistent and practical best management practices with regard to AIS transport.


Project deliverables include: 1) Regional comprehensive education and response program; 2) An adaptive management plan for each of the three focus lakes; 3) Overall project report summarizing all project products; 4) Regional spiny water flea containment strategy; 5) Summary report covering boat washing operations includeing hours of use at various lakes, problems encountered with use, acceptance, willingness of public to use or allow use, overall success of use to eliminate the spread of SWF. 6) Strategic plan.

Town Of Carey: Be A Friend Of The Flowage - Stop The Spread: The Town of Carey, in cooperation with the Town of Pence, is sponoring a project to stop the spread of spiny water fleas from the Gile Flowage to other waters and prevent the intorduction of other invasive species into the Flowage. Additional cooperators with this project include the Friends of the Gile Flowage, Iron County Lakes Alliance and UW-Extension. An education effort including; the Clean Boats - Clean Waters program, implementation of a public awareness/action campaign including brochures and decals, installation of informational kiosks to help in invasive species identification and provide tips to prevent their spread, web site information, newsletter mailings and press releases.

The Friends of the Gile Flowage will also map existing locations of invasive species in the Flowage and assist DNR with spiny water flea sampling for incorporation in the map.

Towns of Carey and Pence, Friends of Gile Flowage, UW-Extension staff, and Iron County Lakes Alliance will meet to evaluate project impact and effectiveness.

A final report (UWEX, Towns of Carey and Pence) will be prepared including a summary of all activities and maps produced. The report will be provided to the Department in both paper and electronic form. The report will also be released through local media and in the FOG newsletter (winter 2005).

Project activities include:
1) Recruit volunteers and implement a Clean Boat/CleanWaters program at town landings
2) Conduct AIS citizen lake monitoring following Dept/UW Ext guidelines
3) Entry of inspection forms 3200-120 and monitoring forms onto Dept website
4) Construct 5 AIS signboards
5) Construct an AIS display for municipal building, public library and traveling
6) Educational efforts including media releases, presentations and newsletters

Town Of Carey: Be A Friend Of The Flowage - Stop The Spread: The Town of Carey, in cooperation with the Town of Pence, is sponoring a project to stop the spread of spiny water fleas from the Gile Flowage to other waters and prevent the intorduction of other invasive species into the Flowage. Additional cooperators with this project include the Friends of the Gile Flowage, Iron County Lakes Alliance and UW-Extension. An education effort including; the Clean Boats - Clean Waters program, implementation of a public awareness/action campaign including brochures and decals, installation of informational kiosks to help in invasive species identification and provide tips to prevent their spread, web site information, newsletter mailings and press releases.

The Friends of the Gile Flowage will also map existing locations of invasive species in the Flowage and assist DNR with spiny water flea sampling for incorporation in the map.

Towns of Carey and Pence, Friends of Gile Flowage, UW-Extension staff, and Iron County Lakes Alliance will meet to evaluate project impact and effectiveness.

A final report (UWEX, Towns of Carey and Pence) will be prepared including a summary of all activities and maps produced. The report will be provided to the Department in both paper and electronic form. The report will also be released through local media and in the FOG newsletter (winter 2005).

Little St Germain Lake P & R District: Res- L. St. Germain Lake Aeration & Phosphorus Removal Engineering: The Little St. Germain Lake Protection and Rehabilitation District is sponsoring a project involving the installation of two lake aerators for improvement of the winter lake dissolved oxygen levels, development of a preliminary engineering work scope for reduction of phosphorus loading to Little St. Germain Lake, and monitoring of inlake water chemistry, Muskellunge Creek monitoring, and groungwater monitoring to be conducted by the USGS.

Project deliverables for this grant project will be:
USGS report including data from the continued trend monitoring, phosphorus loading data from Muskellunge Creek, sources of phosphorus to Muskellunge Creek, groundwater phosphorus contribution, pre and post aeration system installation oxygen monitoring, an updated lake water and phosphorus budget, and an evaluation of the effectiveness of the aeration system.

A final report from Foth &Van Dyke will include a feasibility study for reduction of the phosphorus loading to Little St. Germain, preliminary engineering of chemical phosphorus removal and cost projections.

Specific conditions for this project include:
* The installation of all stream gauging stations and lake aeration equipment must receive the approval and/or permit from the Department of Natural Resources water regulation section.

River Watershed & Northern Highlands Ecological Landscape; 6) removal, replacement of retaining walls, impervious surfaces within buffer; installation of BMPs for runoff control; 7) repair shoreland erosion w/ biologically degradable materials; 8) tree drops & aquatic macrophyte bed establishment; 9) demo. & education activities including lake ecology workshops, meetings, pamphlets & newsletters; 10) implement pollinator response surveys; 11) final report summarizing project activities including restortaion before & after photos.

Alma-Moon Lake P & R District: Res-Restoring Shoreline Habitat On Moon Lake: Alma/Moon Lake P&R District is sponsoring a project focusing on restoring 1500 feet of shoreline on Moon Lake as part of a WDNR Science Services Lakeshore Restoration Research Project. Partners include UCC Moon Beach Camp, Michigan Technical University and WDNR.

Project activities include: 1) Native vegetation restoration of 1500 feet of shoreline & >4000 square meters of lakeshore buffer area; 2) Survey of restoration area for terrestrial & aquatic invasives - all encountered will be treated &/or removed; 3) Install & maintain an 8' fence & 3' hardware cloth for 3-4 years for site protection from deer & snowshoe hares; 4) Install rain gardens along areas of significant run-off; 5) Install enviro-lock biodegradable bags along areas of significant erosion; 6) 4-6 trees will be dropped & establishment of an aquatic macrophyte bed in the restoration area; 7) Shoreline restoration demonstration & education activities including lake ecology workshops, creating pamphlets, hand-outs & video DVD's, signage, brochures, & an updated Moon Beach website detailing project progress; 8) Final report summarizing project activities, including before and after photographs of restored areas.

Project deliverables include: 1)1500 feet of restored shoreline and >4000 square meters of lakeshore buffer area; 2) Treatment &/or removal of invasive species; 3) Installed rain gardens and erosion control measures; 4) Habitat improvements (tree drops and macrophyte bed); 5) Completed workshops, pamphlets, hand-outs, video DVD's, signage, brochures, and website updates; 6) Final report.

Specific Conditionst: Shoreland habitat restorations require perpetual deed restrictions; Final report needs Dept review and approval.

Town Of Carey: Gile Flowage Watershed Comprehensive Plan, Phase Ii: The Town of Cary will sponsor Phase II of the Gile Flowage Watershed Comprehensive Plan project. The goal of phase II is to collect and analyze biological, physical, and chemical information about the Gile Flowage for incorporation into a watershed scale lake management plan to be integrated into the Towns of Carey and Pence' comprehensive land use plans. This phase will continue collaborations between the Towns of Carey and Pence (incorporation of watershed plan into land use plans), Friends of the Gile Flowage Association (assistance in public outreach regarding phase II plan and help with monitoring), Ashland Bayfield Douglas Iron County Land and Water Conservation Dept. (public shoreland restoration workshop), and UW-Extension (help in publication of Flowage Assn. newsletters).

Activities include; collection and analysis of water quality data, collection and analysis of biological information, collection and analysis of applicable mercury data including sediment sampling and low level water column samples or fish tissue samples, train FOG Flowage Association volunteers in water quality monitoring, develop maps locating areas of interest within the Flowage (including water quality monitoring sites, biological and terrestrial sampling sites, high-risk erosion sites, cultural and historical sites, and locations of exotic species) for incorporation into Town planning maps, conduct a shoreland restoration public education workshop, implement a public outreach plan, incorporate recommendations from phases I and II into a Comprehensive Gile Flowage Watershed Plan to be incorporated into smart growth planning by the Towns of Carey and Pence.

A final report (electronic and hard copy) including maps, educational materials and Comprehensive Plan, will be prepared and given to the DNR, the Friends of Gile Flowage Assn., and other interested agencies and governing bodies. The report will also be released through local media.

The City of Hurley is located on the Montreal River, the border between Wisconsin and the Upper Peninsula of Michigan and is located in the Montreal River watershed in Iron County. The city was founded to serve the interests of both lumbermen and miners. The Ojibwe name for the Montreal River is Gaa-waasijiwaang, meaning "where there is whitewater". Hurley took its name from M. A. Hurley, a prominent attorney of Wausau who won a lawsuit for the Northern Chief Iron Company in 1884. The compensation for winning the suit was that he asked for no fee, but only requested that the town involved in the case be named after him. The full name "Glen Hurley" was used for one year, but in 1885, the first name was dropped and the community became known as Hurley
